At first glance, it does look like a confusing sign but it probably means that you need to pay corkage fee for drinks that you are carrying, otherwise you can't enter the premises.

"Corkage Fee" is required or mandatory, otherwise, you are not allowed to ENTER or "NO ENTRY".
